List trace summaries and fetch the full span tree for a trace_id.
GET /api/v1/web/traces

trace_id, service, operation, start time, duration, span count, and error
count for each trace.
Fetch one trace tree:
GET /api/v1/web/trace/{trace_id}
truncated=true indicates the cap was
